Policy processes are complex; evidence alone is not enough. We develop feasible recommendations by taking into account the stakeholder ecosystem, competing interests and institutional capacity. Using tools such as situation analysis, SWOT, stakeholder mapping and scenario planning, we ground strategy documents in evidence. For implementation, we provide roadmaps with task–owner–timeline schedules and pilot evaluation frameworks.
