Youth Programme Impact Evaluation

Measuring the social impact of vocational development programmes delivered through a metropolitan municipality's youth centres.

Context
Youth centres operating at metropolitan scale were running vocational development and social skills programmes. The municipality wanted to demonstrate, with measurable indicators, the programmes' impact on young people's employment readiness and social inclusion.
Approach
A mixed-methods evaluation was carried out using a pre-test/post-test design with a comparison group. A quantitative survey, focus group discussions and analysis of programme records were used together.
Result
A measurable increase in employment readiness indicators was identified among participants. Strong and weak programme components were identified, and evidence-based recommendations for programme revision were developed.

Rural Development Programme Monitoring System

Establishing the M&E infrastructure and conducting a process evaluation for an internationally funded rural development project.

Context
An international civil society organisation requested a monitoring and evaluation mechanism for its livelihood development project in rural Turkey. Donor reporting standards needed to be balanced with field-specific needs.
Approach
A logical framework was developed, along with an indicator tracking table and data collection plan. Progress data was collected through quarterly field visits; the process evaluation was presented in the mid-term report.
Result
An M&E system fully aligned with the donor's reporting standards was established. Mid-term findings guided programme adjustments, and reach among the target group was monitored through periodic comparisons.

Social Assistance Programme Evaluation

Evaluating the reach and results of a long-running social assistance programme against the OECD-DAC criteria.

Context
A public institution wanted to assess the extent to which its long-running social assistance programme actually reached its intended beneficiaries and produced the expected results. Analysis of existing administrative records alone was insufficient.
Approach
A mixed-methods evaluation framework based on the OECD-DAC criteria was designed. Administrative records analysis, a beneficiary survey and field interviews were conducted in an integrated manner; focus groups were held with groups unable to access the programme.
Result
Gaps and barriers in reaching the target population were systematically mapped. Operational and policy recommendations to improve access were presented with evidence-based justification.

CSR Programme Needs Assessment

Baseline research to inform the design of a corporate social responsibility programme targeting small-scale producers in the supply chain.

Context
An industrial company wanted to design a CSR programme to build the capacity of small-scale producers in its supply chain. Both the actual needs of the target group and stakeholder expectations had to be identified.
Approach
A survey of the target group and in-depth stakeholder interviews were conducted. Findings were complemented by sector needs mapping and analysis of comparable programmes.
Result
Priority intervention areas were identified on an evidence basis. Grounding programme components in needs findings strengthened the programme's impact potential and defensibility.
